NORTH BERGEN — Back from his visit to Puerto Rico, Sen. Bob Menendez, D-N.J., described what he called the “human catastrophe” occurring on the island of 3.5 million United States citizens.

"There’s so many dimensions to the crisis that it is heartbreaking," said Menendez. "I want to use the experiences of what I saw to prick the conscience of the Congress and to respond to the needs of the 3.5 million people."
