...Menendez and Booker both expressed frustration at the lack of congressional action on a $1.9 billion emergency appropriation requested by President Obama to fight the virus. Menendez was a sponsor of the measure in the Senate, which recessed Thursday without taking a vote because of Republican opposition.

He said the Senate should not have gone into recess.

“When you know a storm is coming, you get ready,” he said. “This is no different. I hope we can dramatize today, prick the conscience of our colleagues, and get action in a week when we return” to Washington...
