After Hurricane Sandy pushed some three feet of water into Doug Quinn’s home in the Silverton section of Toms River and cracked his foundation, he said he thought he was covered by the $250,000 flood insurance policy he carried on his property.

Quinn said he filed his claim, but 22 months later he’s only received $92,800, while estimates to repair his home run more than $250,000. He said he appealed the settlement, but that has not yet been resolved. So now, Quinn, 50, and his 17-year-old daughter Megan are living in a rental on the other side of town as he waits to rebuild through a state-run grant program.

“We’re just stuck. We’re staying in limbo,” Quinn said today as he stood inside his gutted home before a news conference with U.S. Sen. Robert Menendez, (D-N.J.). “We’re in a situation where we can’t resume our lives. We can’t get home.”
