The head of the federal agency that oversees the nation’s flood insurance program told a U.S. Senate panel today that he has called for a review of irregularities with certain claims that were raised by U.S. Sen. Robert Menendez.

Menendez (D-N.J.) said the system has stalled the recovery process for New Jersey residents whose lives were upended by Hurricane Sandy.

"The entire claims process from the initial filing to the way claims are processed to the appeals process is tilted against homeowners," Menendez said during a Senate subcommittee hearing he chaired in Washington, D.C. "Underpayments and overly complex requirements, the runaround from FEMA on the appeals process, arbitrary, inflexible deadlines, overuse of highly technical exemptions, all highlight a program that in my view clearly needs improvement."
